I'm playing in a stacko tournament and I see that my opening hand in some games is identical to an opening hand I was dealt in earlier games.

I recognise this exact game situation from an earlier finished game that I played

Same thing with this game.

Is the starting hand truly random?

First game does not work anymore. Yes every starting position should be random.
