I've noticed what ? appears to be a strategy for some of my opponents, especially during a tournament. They will allow time to lapse so the game "times out" therefore giving us each a zero score for that game.
My question is: how does this affect the TPR standing for that game and is there an onus on the one whose turn it was, who allowed the time out to occur?
This seems to happen to me particularly when I am ahead in the game, funny enough!

When there is a time out, everything is the same as a normal loss for your rating and your TPR and that of your opponent.

Except when there is a loss in the first moves of a game (usually timeout) then the winner does not get ratingpoints (but does get TPR points) and the looser looses TPR and rating.

So, as I understand it, my score and that of my opponent are each affected negatively in regards to TPR for that game, no matter who was responsible for the time out?
Your second explanation isn't quite clear, if one times out early in the game, the person responsible for it loses points?

When a player times out he/she looses the game and if affects their rating and TPR negatively. The other player is affected positively for their rating and TPR.

There is one exception for the rating. If a player wins a game within a few moves then their rating is not affected (but TPR is positively).
