Four of the five third-place finishers in Round 1 advanced, but the player with the highest TPR from that group was eliminated. Why did this happen, instead of the player with the lowest TPR?

The first determining factor is the number of points. And there was 1 player with 4 points (lowest number), so that player did not go to the next round.
